Abstract

De siste åra har et nytt sikkerhets- og beredskapspolitisk konsept vært under utarbeidelse i Norge -- tidvis med en del oppmerksomhet, tidvis nesten helt ubemerket. Dette er samfunnssikkerhetspolitikken, som med en medisinsk metafor kan betegnes som en diagnose for det sårbare Norge og en slags terapi for samfunnets sivile beredskap. Det nye konseptet ble for alvor sentralt i og med Sårbarhetsutredningen (NOU 24/2000), en utredning lagt fram av en ekspertkommisjon under ledelse av Kåre Willoch sommeren 2000. Etter Sårbarhetsutredningen har policyen nådd politikken, for så vidt som den har blitt behandlet i regjeringa (St.meld. 17 (2001-02) og i Stortinget (Innst. S. 9 (2002-02)). Stortingsmeldinga er dessuten utdypet i brev fra justisminister Dørum til forsvarskomiteen og justiskomiteen, mens innstillingen ble utdypet i møte i Stortinget 5. november 2002. Formålet med dette notatet er å følge denne utviklingen og sette den inn i et samfunnsteoretisk rammeverk, sentrert rundt synet på risiko som sosialt konstruert.
