Abstract

MILJØ- OG FORSKNINGSSAMARBEID I ARKTIS - EN STUDIE AV NORSK UTENRIKSPOLITIKK Tema Oppgaven omhandler skjæringspunktet mellom miljø- og forskningspolitikk og sikkerhetspolitikk i nordområdene. Den tar for seg perioden fra 1979 til 1990 og analyserer hvilke hovedhensyn norske myndigheter, fortrinnsvis UD, har lagt vekt på i takt med at man har fått en gradvis fokusering på økte miljøproblemer og en økende interesse for internasjonal naturvitenskapelig forskning i regionen. Hovedproblemstillingen har vært å avdekke i hvilken grad sikkerhetspolitiske interesser har virket bremsende på Norges vilje til å inngå i flernasjonale samarbeidsprosjekter på forsknings- og miljøområdet. Kilder Skriftlige primærlitteratur (dokumenter) fra forhandlingsforløpet bak to internasjonale avtaler: International Arctic Science Committee (IASC) og Avtalen mellom Norge og Sovjetunionen på miljøvernområdet av 15. jan. 1988. Det skriftlige materialet er i stor grad supplert med eliteintervjuer av sentrale aktører innen Miljøverndepartementet, Utenriksdepartementet, Justisdepartementet og på Norsk Polarinstitutt. Metode Det er lagt en case-studie-design til grunn for oppgaven, og logikken bak multiple-case studier er i store trekk fulgt. Det betyr at de to avtalene først er analysert uavhengige av hverandre, og siden sett i systematisk sammenheng. Viktige resultater Undersøkelsen har vist at suverenitetesinteresser, både i Barentshavet og på Svalbard, var av aller størst betydning når norske myndigheter på 80-tallet vurderte norsk deltakelse i internasjonalt forsknings- og miljøsamarbeid, og evt. hvorledes disse avtaler/ organisasjoner skulle utformes.
