Abstract

Tysk utenriks-og sikkerhetspolitikk i et integrasjonsperspektiv. Abstract: This study focuses on Germany s new role as a central European power. The German question gained new relevance after the reunification in October 1990, as Germany by many measures became a larger country. After the Second World War, Germany became a most highly integrated country. Through integration, Germany won sovereignity back, and as a result, the reunified Germany can only run its foreign policy through a network of organisations and institutions. The most important ones include NATO and the EU. This paper seeks to clarify some of the challenges and problems Germany faces striving to structure a stable security complex. Germany does this by means of deepening the EU parallelly with continuing transatlantic solidarity. This is a potentially ambivalent position, with strong powers such as France and the USA leading in partly divergent directions. Therefore, the term discontinuity is used to describe some of Germany s actions on the foreign- and security policy arena. Norsk: Tema for oppgaven er Tysklands nye rolle som sentraleuropeisk storstat. Det såkalte "tyske spørsmål" fikk ny aktualitet etter gjenforeningen i oktober 1990, da Tyskland ble et større land. Etter 2. Verdenskrig ble Forbundsrepublikken et høyt integrert land. At staten vant suverenitet gjennom integrasjon, er en vanlig betraktning. Som resultat av dette kan Tyskland bare handle gjennom et nettverk av organisasjoner og institusjoner. Blant de viktigste er NATO og EU. I oppgavens problemstilling ligger utfordringer og problemer Tyskland står ovenfor i arbeidet mot et enhetlig europeisk sikkerhetskompleks. Tyskland arbeider for fordypet EU samarbeid innen FUSP. Samtidig er det et like erklært mål å opprettholde transatlantisk solidaritet. Dette er en potensielt ambivalent situasjon, ettersom sterke stater som Frankrike og USA i stor grad trekker i divergerende retninger. Derfor er det teoretiske begrepet diskontinuitet brukt for å beskrive noen av Tysklands handlinger i utenriks- og sikkerhetspolitikken.
