Abstract

Informasjonsteknologi og demokrati Sammendrag Hovedformålet med denne oppgaven har vært å rette søkelyset mot hvordan og på hvilke måter moderne kommunikasjonsteknologi (Internett) kan anvendes som et middel til å viderutvikle demokratiske prosesser. Kort sagt fremstår spesielt fem områder som sentrale i denne sammenheng: For det første muliggjøres direkte kontakt mellom den politiske offentlighet og den enkelte borger. Det er ingen mellomliggende ledd hvor kommunikasjonen filtreres gjennom. Under forutsetning om bred anvendelse (spredning), kan dette føre til større grad av politisk likhet mellom ulike samfunnsgrupper (kap. 3.4). For det andre fremstår kommunikasjonen som mer kostnadseffektiv enn andre kommunikasjonskanaler. Som vi har sett, kan dette stimulere til økt politisk deltakelse (kap. 3.5). For det tredje bidrar kostnadseffektiviteten til å skape et høyere tilbuds- og etterspørselsnivå med hensyn på tilgjengelig informasjon. Ved riktig bruk, kan myndigheten bruke dette aktivt, og dermed gi den enkelte mulighet for økt kunnskap og større forståelse for politiske prosesser (kap. 3.6). For det fjerde fremmes den enkeltes innsyns- og kontrollmuligheter med hensyn på den politiske dagsorden. Innsyn gir meroffentlighet, og kontroll kan fremmes ved å etablere en teledemokrati-basert offentlig beslutningskanal (kap. 3.7). Endelig vil informasjonsteknologien redusere kontaktbarrierer knyttet til tid og rom. Dette skaper deltakelsesmuligheter for mennesker som ellers ikke ville hatt muligheten til å delta (kap. 3.8).
