La estructura de la administración pública nacional, presentó con la Ley 790 de 2002 importantes modificaciones que se explican por la necesidad de adaptarse a un tipo de Estado que se aleja del Estado benefactor y del intervencionismo económico proteccionista, empresario, para asumir perfiles más cercanos al liberalismo clásico.
