La crisis de la deuda pública en la Unión Monetaria Europea

Abstract

En el artículo se repasan los episodios más críticos vividos en los mercados de la zona euro durante la crisis de la deuda pública, desatada tras la suspensión de pagos de Dubai; y se muestran las razones principales del fracaso de los intentos sucesivos de las autoridades europeas para restablecer la confi anza en la solidez de las finanzas públicas de Grecia e Irlanda. Las dudas sobre la solvencia de estos dos países, la inexistencia de un mecanismo de estructuración ordenada de deudas públicas en la Unión Monetaria Europea y el riesgo de contagio a otros miembros de la misma empezando por Portugal y España) ha forzado el giro de las autoridades europeas hacia una reforma institucional profunda, todavía en curso, de la UME.

Este trabajo se ha llevado a cabo dentro del marco general del Grupo de Investigación Consolidado “Derechos Fundamentales y Unión Europea”, GIC07/86-IT-448-07, dirigido por el profesor Gurutz Jáuregui Bereciartu.
