Low emission zones and their adaptability to small and medium-sized cities

Abstract

A través de esta tesis se explorará la adaptabilidad de las Zonas de Bajas Emisiones en ciudades europeas pequeñas y medianas, con especial atención al caso español. A pesar de la popularidad de este tipo de medidas como estrategia clave para combatir la contaminación urbana, la legislación y las directrices actuales siguen un enfoque único, lo que crea retos de adaptación para las ciudades más pequeñas. Tras una revisión bibliométrica, un análisis comparativo entre los dos tipos de ciudades y tres estudios de caso, este proyecto identifica claras variaciones en los procesos de diseño y planificación, la participación de las partes interesadas y las medidas complementarias asociadas a las Zonas de Bajas Emisiones. Los resultados mientras que las ciudades más pequeñas se benefician de estrategias más holísticas y participativas, pero que las directrices nacionales, como la española, promueven un enfoque estricto que no se adapta fácilmente a las realidades locales.

Through this thesis the adaptability of Low Emission Zones in small and medium-sized European cities will be explored, with an especial focus on the Spanish case. Despite the popularity of such measures as a key strategy to combat urban pollution, current legislation and guidelines follow a one-size-fits-all approach, which creates adaptation challenges for smaller cities. Following a bibliometric review, a comparative analysis between the two types of cities and three case studies, this project identifies clear variations in the design and planning processes, stakeholder participation and complementary measures associated with Low Emission Zones. The results show that smaller cities benefit from more holistic and participatory strategies, but that national guidelines, such as the Spanish, promote a strict approach that is not easily adapted to local realities.

Tesi honen bidez, Europako hiri txiki eta ertainetako Isuri Gutxiko Eremuen moldagarritasuna aztertuko da, Espainiako kasuan arreta berezia jarriz. Horrelako neurriek hiri kutsadurari aurre egiteko funtsezko estrategia gisa duten ospearen arren, egungo legediak eta gidalerroek ikuspegi bakarrari jarraitzen diote, eta horrek hiri txikietara egokitzeko erronkak sortzen ditu. Berrikuspen bibliometrikoa, bi hiri moten arteko azterketa konparatiboa eta hiru kasu-azterketa egin ondoren, proiektu honek aldaketa nabarmenak identifikatzen ditu diseinu eta plangintza prozesuetan, alderdi interesdunen parte-hartzean eta Isuri Gutxiko Eremuei lotutako neurri osagarrietan. Hiri txikiek estrategia holistikoagoak eta parte-hartzaileagoak dituzte, baina gidalerro nazionalek, Espainiakoak kasu, tokiko errealitateetara erraz egokitzen ez den ikuspegi zorrotza sustatzen dute.
