Derechos lingüísticos de la ciudadanía: normativa, lenguas minoritarias y controversias.

Abstract

El presente trabajo tratará de establecer un marco teórico general sobre los derechos lingüísticos y la protección que se les ha brindado en las últimas décadas, partiendo de una introducción sobre cómo se definen los conceptos de lenguaje y lengua y cuál es la razón de ser del derecho a la lengua. El análisis se ha orientado desde una perspectiva internacional a una perspectiva nacional, en el cual adquieren relevancia la Declaración Universal de los Derechos Lingüísticos, la Carta Europea de las Lenguas Minoritarias, la Constitución Española y la normativa de algunas de las Comunidades Autónomas Españolas. Por su parte, y antes de entrar en las reflexiones finales generadas en consecuencia del entramado de las siguientes páginas, se traen a colación dos de las controversias más señaladas y actuales, el catalán tras la reforma de la Ley Celaá y las lenguas regionales tras el recurso de la Ley Molac.
