Las violencias urbanas en Francia

Abstract

[ES] Este artículo aborda la cuestión de las violencias urbanas en Francia a través de sus características y causas. Empezando por el análisis de la delincuencia juvenil, pone de manifiesto el desarrollo de las “incivilidades” y del “negocio” ilícito en los barrios desfavorecidos, la vuelta del fenómeno de las pandillas así como la violencia anti-institucional. Estas tendencias son ilustradas por los disturbios del otoño de 2005 que han tenido un eco internacional a través de los medios de comunicación. Un estudio más detenido de estos motines permite dar cuenta de la morfología del motín, sus factores desencadenantes, la naturaleza urbana, social o étnica de estos disturbios, así como su despolitización aparente. Pero, conviene explicar tanto la delincuencia como las violencias urbanas. Estos fenómenos multiformes resultan tanto del conformismo cultural, de la crisis del control social, del incremento de la frustración, del rol de la familia, de la segregación urbana como de la cultura de ghetto.

[EN] This article analyses the question of the urban violence in France with his characteristics and reasons. Beginning by the analysis of the juvenile delinquency, it reveals the development of the “incivilities” and of the illicit “business” in the disadvantaged neighborhoods, the return of the phenomenon of the gangs as well as the anti-institutional violence. These trends are illustrated by the autumns disturbances of 2005 that have had an international echo in the mass media. A study of these riot s revel the morphology of the riot, his trigger factors, the urban, social or ethnic nature of these disturbances, as well as his apparent depoliticization. But, it is necessary to explain both the delinquency and the urban violence. These phenomena turn around the cultural conformity, the crisis of social control, the increase of the frustration, the role of the family, the urban segregation and the culture of ghetto.

[EU] Artikulu honek Frantziako hirietako indarkeriaren gaia lantzen du, gaiaren ezaugarrien eta zergatien bidez. Hasteko, gazte-delinkuentzia aztertzen du, eta, ondoren, honako gai hauek lantzen ditu: auzo behartsuetako “gizalegerik ezaren” eta legez kontrako “negozioen” garapena, gaizkile-taldeen fenomenoaren itzulera eta erakundeen aurkako indarkeria. Hala ere, delinkuentzia nahiz hiriko indarkeriak azaltzea komeni da. [FR] Cet article aborde la violence urbaine en France, ces caractéristiques et ces causes. À partir de l’analyse de la délinquance juvénile, il est montré le développement des « incivilités » et des « affaires » illicites dans les quartiers plus défavorisés, le retour du phénomène des gangs, ainsi que la violence anti-institutionnelle. Mais, il faut expliquer le crime et la violence urbaine. Ces phénomènes multiformes apparaissent comme conséquence du conformisme culturel, de la crise de contrôle social, de l’accroissement de la frustration, du rôle de la famille, de la ségrégation et de la culture du ghetto.
