This research paper gives a thorough analysis of the fiscal expenditure for the last 10 years in Spain. With this purpose, the paper starts with a definition and its characteristics and continues with a study of the advantages and disadvantages, its three methods of estimation and the specific method used in Spain, contextualizing it in the basic legal framework in which the State´s General Budget is born. It continues by addressing the fiscal expenditure in three different points of view: Budgetary, where the fiscal expenditure is analyzed through the fiscal benefits and the income budget. Considering Expenditure Policies, where fiscal expenditure is analyzed by means of the policies for which these are intended. And finally, from the tax point of view, where they are studied taking into account each tax individually and the element in which these fiscal benefits are collected, relating them with the fiscal policies to which they are intended.
En este trabajo se realiza un análisis de los gastos fiscales en España durante los últimos 10 años. Para ello se parte de la definición y características de estos pasando por sus ventajas e inconvenientes, sus tres métodos de estimación del mismo y el utilizado en España, contextualizándolo en el marco legal básico del que emana los Presupuestos Generales del Estado. Continuamos abordando los gastos fiscales a través de tres puntos de vista diferentes: Presupuestario, donde se analizan los gastos fiscales a través de los Beneficios Fiscales y del Presupuesto de Ingresos. Por Políticas de Gasto, donde estos son analizados a través de las políticas a los que son destinados dichos gastos. Y finalmente, desde el punto de vista Impositivo, donde se analizan a través de cada impuesto individualmente en que elemento del impuesto se recogen dichos Beneficios Fiscales relacionándolos con las políticas de gasto a los que son destinados.
