Abstract

[ES] Durante el último cuarto de siglo se ha producido una rápida expansión territorial de los espacios protegidos, fenómeno que afecta también al continente europeo. Sin embargo, compatibilizar el desarrollo de las zonas rurales y la protección de la naturaleza está resultando una tarea muy complicada en la práctica y no siempre se cosechan los frutos socioeconómicos previstos. Se trata de un problema complejo y creciente en importancia, y es precisamente en este campo en el que se nutre y participa este trabajo de investigación. El objetivo principal de esta tesis doctoral es contribuir a la reflexión sobre las condiciones necesarias para que en los espacios protegidos humanizados se logre simultáneamente la protección del medio natural y el impulso al desarrollo económico y social, proponiendo una metodología de evaluación de los costes y beneficios que afectan a la población local de un espacio protegido y aplicando dicha metodología al espacio protegido elegido como estudio de caso, el Parque Natural de Izki (Álava). En concreto, esta Tesis Doctoral se ha estructurado en tres partes: En el marco conceptual se analiza el concepto de área protegida y se hacen explícitas las líneas sobre las que se basa la investigación. La segunda parte se centra en el estudio de la política de protección de espacios tanto en España como en el caso específico del País Vasco. Se realiza un análisis de la evolución reciente de dicha política y de sus dificultades para asegurar la compatibilidad entre el desarrollo socioeconómico local y la protección de la biodiversidad. La tercera parte está directamente relacionada con el estudio de caso, es decir, con la identificación y determinación de los costes y beneficios que la declaración del Parque Natural de Izki está originando en los diferentes grupos de interés y en la estructura socioeconómica local.

[EN] During the last decades, protected areas have enjoyed an important territorial expansion, a phenomenon which has also affected the European continent. However, it is not easy to make compatible the development of the rural areas and the care of nature, and the supposed socio-economic benefits derived from land protection are not always as successful as expected. This PhD is framed within this complex and increasingly relevant issue. The main objective of the research is to contribute to the establishment of which conditions are needed to simultaneously achieve the protection of the nature and the social and economic development of the humanized protected areas. The research proposes a methodology to evaluate the costs and benefits affecting the local community of a protected area, and it applies this methodology to a case study: the Izki Natural Park in Alava (Spain). This research is divided in three parts: In the first one, relating to the conceptual framework, the concept of protected area is defined, as well as the main issues of the research. The second part is focused on the protected area policy in Spain, paying special attention to the Basque Country. The recent evolution of this policy is studied and the difficulties in finding compatibility between the biodiversity protection and the local socio-economic development are stressed. The third part of the PhD relates to the case study, identifying and evaluating the costs and benefits caused by the declaration of the Izki Natural Park in the local stakeholders and in the socioeconomic structure of the region.
