Análisis multidimensional del miedo al crimen de los habitantes de zonas urbanas de Colombia: 2013-2022

Abstract

Esta tesis doctoral analiza el miedo al crimen en las zonas urbanas de Colombia entre 2013 y 2022, en el contexto de la implementación del Acuerdo de Paz con las FARC-EP. Se parte de un enfoque multidimensional que considera factores individuales, sociales y contextuales, integrando métodos cuantitativos y cualitativos. En primer lugar, se examina el contexto político, social e institucional del país, resaltando la persistente desconfianza ciudadana y la fragmentación institucional. Posteriormente, se identifican los principales determinantes del miedo al crimen a través del análisis estadístico de la Encuesta de Convivencia y Seguridad Ciudadana, revelando el peso de variables como la victimización, la percepción de incivilidad y la confianza en las instituciones. Finalmente, se realiza un estudio de caso en Barranquilla, que profundiza en las experiencias subjetivas del miedo a través de entrevistas semiestructuradas. Los resultados evidencian que el miedo al crimen no se explica únicamente por la criminalidad real, sino por percepciones simbólicas y dinámicas sociales que refuerzan la inseguridad. La tesis concluye con propuestas para el diseño de políticas públicas más integrales, que fortalezcan la seguridad ciudadana como pilar para la consolidación de la paz en Colombia.

Aquesta tesi doctoral analitza la por al crim a les zones urbanes de Colòmbia entre els anys 2013 i 2022, en el marc de la implementació de l’Acord de Pau amb les FARC-EP. L’estudi adopta un enfocament multidimensional que integra factors individuals, socials i contextuals, combinant mètodes quantitatius i qualitatius. Primerament, s’examina el context polític i institucional del país, posant èmfasi en la desconfiança ciutadana i la fragmentació estatal. A continuació, s’identifiquen els principals determinants de la por al crim mitjançant l’anàlisi estadística de l’Enquesta de Convivència i Seguretat Ciutadana, destacant variables com la victimització, la percepció d’incivilitat i la confiança institucional. Finalment, s’estudia el cas de Barranquilla, on s’aprofundeix en les experiències subjectives de la por mitjançant entrevistes semiestructurades. Els resultats mostren que la por al crim no depèn només dels delictes reals, sinó també de percepcions simbòliques i dinàmiques socials que amplifiquen la inseguretat. La recerca conclou amb propostes per a polítiques públiques més integrals, orientades a enfortir la seguretat ciutadana com a condició clau per a la construcció de la pau a Colòmbia.

This doctoral thesis analyzes fear of crime in urban areas of Colombia between 2013 and 2022, within the framework of the Peace Agreement with the FARC-EP. It adopts a multidimensional approach that considers individual, social, and contextual factors, using both quantitative and qualitative methods. The first stage explores the political and institutional context, highlighting persistent public distrust and state fragmentation. Then, the study identifies the main determinants of fear of crime through statistical analysis of the Citizen Coexistence and Security Survey, emphasizing the role of victimization, perceptions of disorder, and institutional trust. A case study in Barranquilla delves into subjective experiences of fear using semi-structured interviews. The findings show that fear of crime is not solely driven by actual criminal events but also by symbolic perceptions and social dynamics that reproduce insecurity. The thesis concludes with recommendations for comprehensive public policies that strengthen citizen security as a fundamental condition for sustainable peacebuilding in Colombia.
