Gobernanza del agua: El caso del río Cabí 2002 - 2013

Abstract

El presente estudio abordó el tema de la gobernanza del agua, desde el enfoque de los conflictos socioambientales en territorios colectivos de comunidades negras de Colombia; para ello, se tomó como área de estudio la cuenca del río Cabí, por su carácter de zona de protección de cuerpos de agua y por abastecer el acueducto del municipio de Quibdó, capital del departamento del Chocó -- De forma contradictoria, en el Río Cabí se desarrollan actividades extractivas, como minería y deforestación; un agravante adicional, es el incremento de las construcciones de viviendas y establecimientos comerciales, carentes de saneamiento básico adecuado en el perímetro de la cuenca, lo cual ha generado una presión fuerte sobre el recurso hídrico, por parte de las descargas de aguas servidas e incremento de la turbiedad -- Con este estudio, se busca identificar y visibilizar los conflictos por el uso de agua en contextos de comunidades negras, caso del Río Cabí; así mismo, se espera que los actores involucrados puedan identificar y reconocer la existencia de sus desacuerdos

This study will address the governance of water, from the perspective of socio environmental conflicts in collective territories of black communities of Colombia -- Cabí river basin, will be taken as study are a by its nature protection area bodies of water and by supplying the aqueduct of the municipality of Quibdó, the capital of the Department of Chocó -- In a contradictory way in river Cabí, extractive mining and deforestation; activities an additional aggravating factor is the increase in the construction of homes and commercial establishments lacking of adequate basic sanitation on the perimeter of the basin, which has generated a strong pressure on the water resources from sewage discharges and increase in turbidity -- This study seeks to identify and visualize conflicts by the use of river Cabí black communities contexts; likewise, is expected that stakeholders can identify and recognize the existence of their disagreements
