Abstract

Se presenta en este texto, los resultados de un ejercicio académico e investigativo cuyo problema de estudio radica en la interacción de los gremios (Comité Intergremial de Antioquia) con el gobierno municipal (Alcaldía de Medellín) para la formulación de temas como el desarrollo social, y su inclusión en la agenda del Plan de Desarrollo Municipal 2016-2019 -- Lo cual es abordado desde del enfoque teórico Neositutucional para el análisis de políticas públicas, estableciendo en esta medida, una relación de los actores involucrados, las reglas institucionales y los recursos movilizados, categorías con las que se hace una aproximación al objeto de estudio en una perspectiva interpretativa y no causal que da cuenta de los avances, aportes y necesidades que presenta la construcción de agenda en la ciudad de Medellín - Colombia
