Abstract

Decree-Law nº 75/2008 alters the legal regime of autonomy, administration and management introducing a uni-personal organ – the director – as the main responsible for the administrative financial and pedagogical management, with the aim of improving the school results. Since instructional leadership is a model, as far as teaching and learning aspects are concerned, a guiding question within the purpose of this work arose: to ascertain which functions and behaviors of the director fit that model, in order to facilitate its implementation. The study was accomplished in an elementary school, with students between the ages of ten to fifteen, having as a sample not only the director, but also two heads of department and thirty-three teachers. The methodology used by the author was mixed, that is, both qualitative and quantitative, opting for the case study with the application of interviews and the questionnaire “Principal Instructional Management Rating Scale” (Hallinger, s/d). After the analysis of the results, it turns out that it was possible to identify a set of behaviors implemented by the director, which are facilitators of the implementation of an instructional leadership.

O Decreto-Lei n.º 75/2008 altera o regime jurídico de autonomia, administração e gestão, introduzindo um órgão unipessoal – o diretor – sendo o principal responsável pela gestão administrativa, financeira e pedagógica, logo, pela melhoria dos resultados escolares. Sendo a liderança instrucional um modelo que se concentra nos aspetos relacionados com o ensino e a aprendizagem, surgiu como uma das questões orientadoras deste trabalho averiguar quais as funções e comportamentos do diretor que se enquadram no modelo referido no sentido de facilitar a sua implementação. O estudo foi realizado numa escola básica do 2.º e 3.º ciclos tendo como amostra o diretor, dois coordenadores de departamento e 33 professores. A metodologia utilizada pelo autor foi mista, isto é qualitativa e quantitativa, tendo optado pelo estudo de caso com a realização de entrevistas e a aplicação do questionário “Principal Instructional Management Rating Scale” (Hallinger s/d). Após análise dos resultados obtidos, verifica-se que foi possível identificar um conjunto de comportamentos implementados pelo diretor facilitadores da realização de uma liderança instrucional.
