Abstract

A evolução do mercado turístico nas últimas décadas despertou nas diversas regiões do mundo a necessidade de um planejamento estratégico para o desenvolvimento do setor. Com a ampliação e a desconcentração do fluxo mundial, novas rotas e destinos foram surgindo, gerando a necessidade da aplicação de ferramentas de gestão para a competitividade e manutenção dos negócios do turismo. Dessa forma o marketing turístico advoga que para competir em mercados de alta concorrência é preciso aprofundar a compreensão dos ambientes influenciadores do destino para a elaboração de estratégias pró-ativas, com a finalidade de tornar-se parte dos fenómenos identificados e não apenas reagir a eles. Dentro dessa nova realidade, este trabalho procurou compreender a importância da articulação institucional em favor da elaboração de estratégias pró-ativas para o desenvolvimento do destino turístico João Pessoa, com foco no potencial consumo da procura turística motivada pela realização da Copa do Mundo FIFA em 2014 no Brasil. Como metodologia, adotou-se a pesquisa qualitativa com a utilização de entrevistas com os principais atores institucionais do turismo em João Pessoa, com o intuito de melhor conhecer a realidade local frente a realização do evento futuro. Foram entrevistados agentes públicos do poder legislativo e executivo local e estadual assim como gestores e representantes de classes de categorias características do turismo. Os resultados obtidos com esta investigação exploratória apontaram para o carácter indispensável, quer de uma articulação intra e inter-setorial para a formulação de estratégias comuns ao trade e ao setor público, quer da elaboração de um planejamento integrado não apenas local, mas também regional.

The evolution of the tourism market in the last decades has awakened in many world regions, the need for a strategic plan for sector development. Within the expansion and decentralization of the global flow, new routes and destinations have emerged, creating the need for implementation of tools for managing and maintaining the competitiveness of tourism businesses. Thus, the tourism marketing advocates that to compete in markets with high competition it is necessary to deepen understanding of the environments that influence the target for the development of proactive strategies in order to become part of the phenomena identified and not just react to them. According to this new reality, this work reach out to understand the importance of institutional coordination in favor of the development of proactive strategies for the development of Joao Pessoa tourism destination, focusing on the potential consumption of tourist demand prompted by the realization of the FIFA World Cup in 2014 in Brazil. The methodology adopted was qualitative research using interviews with key institutional actors of tourism in Joao Pessoa, in order to better understand the local situation before the future event. They were interviewed legislative and executive politics class agents as well as state and municipally agents and classes representatives of tourism categories. The results from this exploratory investigation pointed to an indispensability intra and intersector common strategy formulation to the trade and the public sector and to articulate an integrated planning, not only locally but regionally.
