Abstract

As estradas não revestidas em contexto florestal são de elevada importância no acesso às áreas florestais, uma vez que permitem realizar atividades como a silvicultura, o uso recreativo do espaço florestal, mas também o combate a incêndios. Porém, estas estradas são sujeitas a uma degradação bastante acelerada devido ao tráfego e às condições climáticas, comprometendo a segurança dos utilizadores. Este trabalho teve como principal objetivo a criação de uma proposta de plano de manutenção que se enquadrasse com a realidade portuguesa. Inicialmente, analisaram-se diversos manuais internacionais, de onde foi possível retirar informação sobre as boas práticas de manutenção preventiva e corretiva, e partindo dessa base, identificaram-se as anomalias mais recorrentes deste tipo de estradas e apresentaram-se propostas de correção. Um dos principais resultados deste trabalho foi a elaboração de uma ficha de levantamento de anomalias, usada para inspecionar e classificar as diversas anomalias que podem ser observadas nas estradas não revestidas, com os intervalos de inspeção e manutenção adequados, mas também com recomendações para a correção das anomalias identificadas. Para aplicação dos instrumentos desenvolvidos, considerou-se um caso de estudo que consistiu numa estrada não revestida em contexto florestal no distrito de Viseu, que permitiu confirmar a eficácia da ficha desenvolvida, no momento da identificação das anomalias, mas também na priorização das manutenções a serem realizadas no local. Este trabalho evidencia que a aplicação de metodologias estruturadas e adaptadas à realidade de Portugal pode melhorar de forma significativa a gestão e manutenção das estradas não revestidas em contexto florestal. Também confirma que é possível haver um incremento da segurança e um prolongamento da vida útil das estradas, mas também uma otimização dos custos associados a estas atividades.

Unpaved roads in forest areas are extremely important for accessing forest areas, as they enable activities such as forestry, recreational use of forest areas, and firefighting. However, these roads are subject to rapid deterioration due to traffic and weather conditions, compromising user safety. The main objective of this work was to create a maintenance plan proposal that would fit the Portuguese reality. Initially, several international manuals were analysed, from which it was possible to extract information on good preventive and corrective maintenance practices. Based on this, the most recurrent anomalies of this type of road were identified and proposals for correction were presented. One of the main results of this work was the development of an anomaly survey form, used to inspect and classify the various anomalies that can be observed on unpaved roads, with appropriate inspection and maintenance intervals, but also with recommendations for correcting the identified anomalies. To apply the instruments developed, a case study was considered that consisted of an unpaved road in a forest context in the district of Viseu, which confirmed the effectiveness of the form developed, both in identifying anomalies and in prioritising the maintenance to be carried out on site. This work shows that the application of structured methodologies adapted to the reality of Portugal can significantly improve the management and maintenance of unpaved roads in a forest context. It also confirms that it is possible to increase safety and extend the useful life of roads, but also to optimise the costs associated with these activities.
