Smart city, sustentabilidade e literacia digital: o exemplo português

Abstract

A evolução contínua da sociedade, nomeadamente a forma como algumas aglomerações humanas têm vindo a crescer desenfreadamente, tem levado a inúmeros desafios, alertando a consciência, nas organizações e nos cidadãos para a mudança de comportamentos. Este trabalho pretende demonstrar o crescente interesse da comunidade académica em consolidar uma definição e avaliação uniformes das cidades inteligentes e sustentáveis, e procura identificar e uniformizar quais os indicadores que permitem que uma cidade, possa ser classificada como smart city e sustentável, e como a literacia das suas comunidades influenciam essa catalogação. Para tal, efetivou-se um levantamento bibliométrico dos três eixos em estudo: smart city, sustentabilidade e literacia digital para colectar as definições existentes na literatura. Com base num conjunto de parâmetros, e para o caso Português, desenvolveu-se um índice – Índice SS – com os indicadores disponíveis, a partir do qual se gerou uma lista ordenada de cidades, em que Lisboa, Funchal e Porto são as cidades que se destacam e se aproximam mais de serem consideradas cidades inteligentes e sustentáveis. Por fim, são estabelecidas associações com diversas variáveis demográficas, por forma a perceber que características populacionais são determinantes para um maior nível de inteligência e sustentabilidade das cidades.

The ongoing evolution of society, particularly the unrestrained growth of some human agglomerations, has led to numerous challenges, awakening awareness within organizations and among citizens about the need for behavioral changes. This work seeks to demonstrate the increasing interest within the academic community in establishing a consistent definition and evaluation criteria for smart and sustainable cities. It endeavors to identify and standardize indicators that enable a city to be classified as smart and sustainable, and to assess how the literacy of its communities influences this categorization. To achieve this objective, a bibliometric review was conducted across the three focal areas of study: smart cities, sustainability, and digital literacy, to collect existing definitions in the literature. Subsequently, based on a set of parameters, and for the Portuguese case, an index- the SS Index- was developed, leading to the creation of an ordered list of cities where Lisbon, Funchal, and Porto, stand out as cities that come closest to being considered as smart and sustainable. Finally, associations are established with various demographic variables to understand which population characteristics are determining factors for a higher level of intelligence and sustainability in cities.
