Abstract

Num mundo cada vez mais globalizado, a internacionalização das economias é fundamental para o crescimento e a competitividade. Portugal, com a sua rica história de descobertas e comércio, enfrenta desafios contemporâneos na integração dos seus municípios no panorama global. Neste enquadramento, destaca-se o programa COMPETE 2020, integrado no PT 2020, visando robustecer a competitividade dos municípios portugueses e acelerar a sua internacionalização. Adotando uma metodologia baseada na análise de dados em Python e enriquecida por visualizações geográficas, esta tese procura decifrar as dinâmicas subjacentes à distribuição de fundos e ao desempenho económico dos municípios. A análise revelou uma preferência na atribuição de fundos para o litoral e identificou aglomerados de municípios com forte vocação exportadora. Contudo, uma relação direta entre os fundos do COMPETE 2020 e o aumento das exportações não se manifestou de forma clara. O impacto disruptivo da COVID-19 sobre o comércio internacional pode ter contribuído para estes resultados. Séries mais longas trarão seguramente mais respostas no futuro. A correlação entre o crescimento do Valor Acrescentado Bruto (VAB) e das exportações sublinha a relevância da internacionalização para a vitalidade económica dos municípios. O estudo sublinha a importância de políticas adaptáveis e da investigação contínua para consolidar a posição de Portugal num mundo em constante mudança.

In an increasingly globalized world, the internationalization of economies is crucial for growth and competitiveness. Portugal, with its rich history of discoveries and trade, faces contemporary challenges in integrating its municipalities into the global landscape. In this context, the COMPETE 2020 program, part of PT 2020, aims to strengthen the competitiveness of Portuguese municipalities and accelerate their internationalization. Adopting a methodology based on data analysis in Python and enriched by geographic visualizations, this thesis seeks to decipher the dynamics underlying the distribution of funds and the economic performance of municipalities. The analysis revealed a preference in allocating funds to the coast and identified clusters of municipalities with a strong export vocation. However, a direct relationship between the funds from COMPETE 2020 and the increase in exports did not manifest clearly, raising questions about the impact of COVID-19 and other temporal factors. The correlation between the growth of Gross Added Value (GAV) and exports underscores the importance of internationalization for the economic vitality of municipalities. The study emphasizes the need for adaptable policies and ongoing research to solidify Portugal's position in a constantly changing world.
