Abstract

O presente trabalho concentra-se nas estratégias de intervenção no património edificado pós-conflitos armados europeus, com foco em edifícios com interesse cultural. O objetivo deste é identificar e analisar as intervenções realizadas em edifícios afetados por conflitos armados europeus durante o século XX, com o propósito de perceber como a conjuntura do pós-guerra influenciou as intervenções realizadas. Inicialmente, o estudo investiga a evolução do conceito de património e a crescente valorização que lhe é atribuída, a fim de auxiliar na compreensão da proteção dos valores patrimoniais que condicionam a intervenção, com base nas Cartas Patrimoniais. As Convenções de 1899, 1907, 1954 e segundo protocolo de 1999, que regulam a proteção patrimonial durante o conflito, também são abordadas. Posteriormente, o trabalho apresenta uma perspetiva geral sobre os fatores envolvidos na fase de recuperação, após a destruição iminente do património, no contexto em análise. A Primeira Guerra Mundial, a Guerra Civil Espanhola, a Segunda Guerra Mundial e a Guerra da Bósnia, são o ponto de partida para a seleção de oito edifícios com interesse cultural, que pela destruição sofrida foram alvo de intervenções. Essas intervenções são analisadas com base num conjunto de critérios (valorização pré-conflito; grau de destruição; teoria de intervenção; cartas patrimoniais; agentes de financiamento; envolvimento da comunidade; alteração do uso pós-conflito; e simbolismo da intervenção pós-conflito), permitindo trazer para discussão a influência de variáveis na intervenção pós-conflito, por forma a concluir que a diversidade de cenários dificulta a adoção de práticas semelhantes.

This paper concentrates on the strategies of intervention in post-conflict European built heritage, focusing on buildings of cultural interest. The aim is to identify and analyse the interventions made in buildings affected by European armed conflicts during the 20th century. The aim is understanding how the post-war context influenced the interventions made. Initially, the study investigates the evolution of the concept of heritage and the increasing valuation attributed to it, in order to help with the comprehension of the protection of heritage values that condition the intervention, based on Heritage Charters. The Conventions of 1899, 1907, 1954 and second protocol of 1999, which regulate heritage protection during the conflict, are also addressed. Subsequently, the paper presents an overview of the factors involved in the recovery phase, after the imminent destruction of heritage, in the context under review. The First World War, the Spanish Civil War, the Second World War and the Bosnian War are the beginning point for the selection of eight buildings with cultural interest, which, due to the destruction they suffered, were subjected to interventions. These interventions are analysed based on a set of criteria (pre-conflict valuation; degree of destruction; intervention theory; heritage charts; funding agents; community involvement; post-conflict change of use; and symbolism of post-conflict intervention), allowing the discussion of the influence of variables in post-conflict intervention, in order to conclude that the diversity of scenarios hinders the adoption of similar practices.
