Sinergias para um sucesso?: do poder central ao poder local

Abstract

Em Portugal existe ainda um elevado índice de insucesso escolar e educativo. 0 primeiro objectivo desta investigação pretendeu saber se existiria ou não uma recuperação positiva desta doença e se caminharíamos no caminho do sucesso escolar ou se haveria sinais nesse sentido. Definimos um tempo durante o qual incidiu a nossa observação. Esse tempo (20 anos) cobriu o período de 1974 a 1995 por representar um tempo político-administrativo novo, determinado pelo golpe militar do 25 de Abril de 1974. A investigação também pretendeu averiguar se, entre o Poder Central (Governos) e o Poder Local (Autarquias), teria havido uma colaboração consequente que rendibilizasse os recursos humanos e financeiros, direccionando-os para o sucesso escolar e educativo. Esta preocupação representou o segundo objectivo do estudo. De igual modo definimos o período de tempo (34 anos) que nos pareceu o mais indicado, ou seja, de Leite Pinto, ex-Ministro da Educação de 1955 a .1961, a Roberto Carneiro, também ex-Ministro da Educação de 1987 a 1991. Escolhemos este período por, em nosso entender, Leite Pinto ter sido um dos percursores da Reforma de Veiga Simão (Lei n° 5/73) e Roberto Carneiro por, no seu mandato, ter sido produzida a proposta de Reforma do Sistema Educativo ainda em vigor. A investigação demonstrou que a colaboração entre os dois Poderes se verificou com maior incidência nos últimos 20 anos (1975/1995), ou seja, depois de instaurada a democracia. Os resultados estatísticos obtidos demonstraram a existência de uma recuperação positiva no que concerne ao primeiro objectivo. No entanto, permitiram observar ainda preocupantes sinais de insucesso. No que concerne ao segundo objectivo os resultados permitiram concluir que existiu uma colaboração entre o Poder Central (Governos) e Poder Local (Autarquias), com maior incidência a partir de 1974, pelas razões já referidas. O tema, longe de estar esgotado, exige que outros investigadores a ele se dediquem tratando-o por ângulos de observação diferentes. Com base nos nossos resultados fizemos algumas sugestões, quer ao Governo, por intermédio do Ministro da Educação, quer à autarquia do Sátão onde se realizou o trabalho de campo da investigação.

School and/or educational failure rates are still high in Portugal. This fact is acknowledged both by school and educational authorities. The primary aim of this research work was to examine whether there has been a recovery of school and/or educational success rates or, at least, any evidence in its direction. A period of time of twenty years, starting in 1974 and ending in 1995, during which a new political and administrative reality determined by the 1974 revolution has developed in the country was the focus of the study. The work also tried to conclude whether there has been an effective cooperation between the Central Power (Government) and the Local Power (Town Councils), in order to take advantage of human and natural resources, orienting them for a recovery of school and/or educational success rates. In order to study these issues in a historic perspective, the fundamental work produced between 1955 and 1990 by successive Ministers of Education, from Leite Pinto - 1955-1961 to Roberto Carneiro - 1987-1991, the former having been, from our point of view, one of the forerunners of the so-called Veiga Simão Reform (Law 5/73), the latter, because two of his most relevant documents - Law 46/86 and the Educational System Reform - are still in force. The statistical data collected show the existence of a positive recovery of school/and/or educational success rates, although some worrying signs of failure still prevail. Relatively to the second aim, the data allow us to conclude that the cooperation between Central and Local Powers has been effective specially after 1974. The importance of the subject demands that other researchers approach it from different perspectives. Some suggestions are presented both to the Ministry of Education and the Local Power authorities, namely Sátão Town Council, where the research field work was conducted.
