Dinâmicas do associativismo militar em Portugal

Abstract

Apesar do seu carácter recente na sociedade portuguesa, o Associativismo Profissional dos Militares está solidamente implantado em diversos países do centro e norte da Europa. Em Portugal, a Lei da Defesa Nacional e das Forças Armadas (1982) impõe aos militares, limites ao exercício de alguns direitos de cidadania, entre eles o de associação. A alteração posterior desta lei e a publicação da Lei do Direito de Associação Profissional dos Militares (2001) permitiu o enquadramento legal das associações sócio-profissionais dos militares. Contudo o associativismo não evidencia o desenvolvimento verificado noutros países onde também surgiu recentemente. A participação activa dos cidadãos nas decisões que lhes dizem respeito ou que têm implicações directas nas suas vidas, constitui uma expectativa crescente na sociedade contemporânea. Pretende-se compreender a forma como os sócios se revêem nas Associações Profissionais dos Miltares, e de igual modo, compreender a imagem que as associações projectam no exterior, nomeadamente junto dos potenciais sócios. Nos primeiros capítulos são analisados os conceitos de profissão, profissionalismo e associação profissional. Procede-se também à análise destes conceitos, quando aplicados à “carreira das armas”. Numa segunda fase, desenvolve-se uma metodologia para a recolha de percepções sobre o associativismo profissional militar em Portugal, na perspectiva da sua realidade actual e no que seria desejável em termos de modelo ideal. Posteriormente procede-se à análise dos resultados obtidos por questionário, e à elaboração das conclusões. ABSTRACT: Although in Portuguese society professional associations are relatively new, they are well established in several countries of Central and Northern Europe. In Portugal the Law of National Defence and Armed Forces (1982) restricts soldiers in some of their civilian rights, such as the right to form and join associations. The following alteration of this law as well as the publication of the Law of the Soldier’s Right of Professional Associations (2001) gave a legal basis for military professional associations. However, they have not made the same progress as military associations in other countries where they have also been introduced recently. Our present society is expecting people to participate actively in decisions intervening in their lives. This thesis seeks to show how soldiers are seeing themselves in their role as members of military associations. Furthermore, it investigates how the image of these associations is projected to the outside, especially with potential members. The first chapters will analyze conceptions like profession, professionalism and professional associations, as well as the application of these conceptions to the “soldier’s career”. In the second part, methods are found to gather information about how professional military associations in Portugal are seen in their present state, but also about what the ideal model would be. Following this are the analysis of the dates obtained through questionnaires and elaborated conclusions.
