Motivação e compensações: a dialética no setor público e/ou empresarial do Estado e no setor privado

Abstract

No meio empresarial, podemos encontrar dois setores distintos, o público e o privado. Já a componente humana é um aspeto essencial e comum a todas as organizações. Aliado a esta área comportamental, advêm outros conceitos, designadamente a motivação e a compensação. Assim sendo, este estudo explora esta relação, com o objetivo de descortinar possíveis semelhanças e/ou diferenças entre os setores, no que diz respeito à relação entre motivação e compensação aplicada. Neste sentido, foi levado a cabo uma investigação, através do método da entrevista semiestruturada. Os resultados apurados revelam que a motivação é influenciada por vários fatores compensatórios, tanto no setor privado como no público, sendo que alguns deles são mais passíveis de serem aplicados num setor do que no outro. Os resultados obtidos são consentâneos com a literatura, considerando que os incentivos financeiros, tais como melhores salários, promoções ou outras recompensas tangíveis devem ser alinhados com outros incentivos, tais como a promoção de um ambiente organizacional positivo, ou o fomento do respeito e cooperação. Por conseguinte, são estas duas vertentes que, quando conjugadas, conseguem motivar e manter os colaboradores numa organização.

In the business environment, we can find two distinct sectors, the public and the private. The human component is an essential aspect common to all organizations. Associated to this behavioral area, other concepts arise namely, motivation and compensation. Therefore, this study explores this relationship is explored aiming of discovering possible similarities and / or differences between the sectors, regarding the relationship between motivation and compensation applied. In this sense, an investigation was carried out through the semi-structured interview method. The results show that motivation is influenced by several compensatory factors, both in the private and public sectors, some of which are more likely to be applied in one sector than in the other. The results obtained are consistent with the literature, considering that financial incentives such as better salaries, promotions or other tangible rewards should be aligned with other incentives, such as promoting a positive organizational environment, or fostering respect and cooperation. It is therefore these two strands that, when combined, can motivate and retain employees in an organization.
