Abstract

A Sociedade Civil surge para responder a certos dilemas sociais, económicos e políticos. A sociedade civil está relacionada com uma variedade de resultados positivos, incluindo a transição e consolidação democrática; a melhoria da qualidade da democracia; a produção e provisão de políticas públicas; uma maior participação política e envolvimento cívico. Entre a Sociedade Civil, encontram-se os Cidadãos e o Estado, sendo que as organizações da Sociedade Civil são obrigadas a lidar com ambos os lados. Esta investigação analisa o papel intermediário da Sociedade Civil entre o Governo e os cidadãos em Aveiro. Especificamente, este trabalho visa analisar o papel da Sociedade Civil na discussão da vida coletiva à escala local, atravessando três pontos de análise: perceber, em primeiro lugar, como é que a sociedade e os seus cidadãos participam na tomada das decisões públicas à escala local; em segundo lugar, esmiuçar até que ponto as entidades competentes criam condições para a participação; e, por ultimo, analisar o papel da Sociedade Civil na promoção da participação, criando ainda uma perspetiva em relação ao futuro da mesma.

Civil society has been emerging to respond to certain social, economic and political dilemmas. It is related to a variety of positive outcomes, including: deepening democratic transition and consolidation; improving the quality of democracy; producing and provisioning of public policies; promoting greater political participation and civic engagement. Civil Society has been organized between Citizens and the Public State, and their organizations are forced to deal with both sides. This research analyzes the intermediary role of Civil Society between the Government and the citizens in Aveiro. Specifically, this thesis aims to analyze the role of Civil Society in promoting the discussion about common issues at the local level. Firstly, tries to understand how society and its citizens participate in public decision-making at the local level. Second, analyzes to what extent local public authorities create the conditions for participation. And, finally, evaluates the role of Civil Society in the promotion of participation and discusses future developments.
