O impacto dos apoios públicos no investimento privado em ID

Abstract

Este trabalho tem como objectivo revelar a eficácia das políticas governamentais em incentivar a despesa privada em ID com financiamento privado. Este estudo é composto por uma revisão de literatura que servirá como fundamento para a execução da análise pretendida. É construído um modelo estimado em painel para 15 países (pertencentes à OCDE) entre 1981 e 2005. Neste estudo são revelados os países que proporcionam melhores condições fiscais para a realização de investimentos. Com esta análise pretende-se determinar o tipo de efeito gerado pela ID privado com financiamento público sobre a ID privado com financiamento privado. Na generalidade dos casos é encontrada evidência estatística de que os apoios governamentais em ID privado complementam a despesa privada em ID com financiamento privado. ABSTRACT: This work aims to prove the effectiveness of government policies to encourage private spending on R&D with private funding. This study has a literature review that will serve as a basis for the implementation of the analysis desired. We constructed a model estimated on panel for 15 countries (belonging to the OECD) between 1981 and 2005. In this study, we revealed what countries offer better tax conditions for investments. With this analysis, we find the type of effect generated by the private R&D with public financing on private R&D with private funding. Generally, it is statistical evident that the government support to private R&D complement private expenditure in R&D with private funding.
