Abstract

O tema do projeto está relacionado com a contribuição para a diminuição da morosidade na elaboração e publicação da revisão dos Planos Diretores Municipais. Estando os prazos legais dos Planos Diretores Municipais de primeira geração ultrapassados e, em simultâneo, desatualizados face às novas dinâmicas territoriais - evolução das condições económicas, sociais, culturais e ambientais - verifica-se que a maioria dos municípios já procedeu à promoção da sua revisão. Contudo, o processo não se afigura simples, confirmando-se que a revisão destes planos atinge hoje uma duração muito próxima da sua vigência - dez anos - o que demonstra a maior premência no encontro de medidas simplificadoras do processo e consequentemente a sua celeridade. Através da análise teórico-prática do sitema de planeamento territorial, quadro legal dos Instumentos de Gestão Territorial e dificuldades associadas à elaboração da revisão dos Planos Diretores Municipais, objetiva a segunda parte do projeto materializar medidas para a agilização do processo da revisão do Plano Diretor Municipal de forma a garantir a melhor execução do seu papel no planeamento municipal.

This project aims at contributing to diminish the duration of the elaboration and revision process of Local Master Plans. The first generation Master Plans are outdated in relation to new territorial dynamics – economic, social, cultural and environmental conditions evolution. As a consequence, the majority of municipalities have already promoted their revision. However, this process is complex and it can take as much time to conclude it as the Plans’ enforcement period established by law, i.e., ten years. As such, to search for simplifying measures allowing for increased rapidity is of utmost relevance. The document develops a theory and practice based analysis of the Portuguese territorial planning system and approaches the overall legal framework affecting the system, as well as the difficulties associated with the revision process of Master Plans. With basis on this analysis, the project gives substance to a set of solutions that can diminish the duration of the process, thus contributing for a more effective accomplishment of the role played by Master Plans in the local planning system.
