A evolução do endividamento autárquico em Portugal

Abstract

A evolução da autonomia financeira dos municípios Portugueses ao longo dos tempos, sempre se regulou com os maiores cuidados, sabedores que, o endividamento autárquico é um dos motores para o desenvolvimento económico dos vários municípios, mas também o maior gerador de despesa de curto, médio e longo prazo, o que tornou imperativo a existência de um maior controlo a nível de legislação por parte do Estado Português. A última Lei das Finanças Locais (LFL), a Lei nº 2/2007, de 15 de janeiro, é um exemplo disso, porque veio eliminar lacunas existentes, nomeadamente a introdução do conceito de endividamento líquido municipal e a respetiva forma de cálculo, o esclarecimento de como os municípios que estão em desequilíbrio financeiro podem recorrer ao plano de reequilíbrio financeiro. Os orçamentos do Estado em cada ano são igualmente uma forma de restringir o nível de endividamento, servindo assim de base de comparação, com a evolução efetiva do nível de endividamento por parte dos municípios. Com essa evolução, torna-se crucial abordar de que forma está a liquidez e a independência financeira dos municípios Portugueses, para poderem fazer face aos pagamentos dos compromissos já assumidos e dos futuros.

The evolution of the financial autonomy of Portuguese municipalities throughout the ages, always regulated with the greatest care, knowing that municipal debt is an engine for economic development of the various municipalities, but also the largest generator expense of short, medium and long term, which has made it imperative that there is a higher-level control of legislation by the Portuguese state. The last Local Finance Law (LFL), Law No. 2/2007, of 15 January, is an example of this, because it came eliminate gaps, introducing the concept of net debt municipal and respective calculation method, clarification of how municipalities are in financial distress may resort to financial recovery plan. The budgets of the state each year are also a way to restrict the level of debt, thus serving as a basis for comparison with the evolution of the effective level of debt by municipalities. With this development, it is crucial to address is how the liquidity and financial independence of the Portuguese municipalities, in order to meet its payment commitments already made and future.
