Abstract

A presente dissertação centra-se no estudo de uma temática que tem sido fortemente discutida nas últimas décadas, não só em Portugal, como também num considerável número de outros países – a autonomia das escolas. Iniciamos o trabalho com a análise histórica e legislativa do que tem sido o desenvolvimento da autonomia das escolas no Sistema Educativo Português, desde a década de 70 até à actualidade. De seguida, centraremos a nossa atenção na contratualização da autonomia enquanto uma das mais recentes estratégias que o Ministério da Educação tem vindo a aplicar, como forma de atribuir às escolas algumas margens de autonomia. Através deste “instrumento de autonomia escolar”, o Ministério da Educação tenta dar resposta aos interesses e necessidades de cada Escola ou Agrupamento de escolas de modo a ultrapassar as dificuldades com que sempre se deparou no desenvolvimento da Autonomia Escolar, tendo em conta, designadamente a aplicação de normativos legais, comuns a todas as escolas, menosprezando as diferenças que estas possuem entre si. A vertente empírica deste estudo enquadra-se neste contexto, como uma tentativa de verificar se as margens de autonomia concedidas a uma das 22 Escolas que celebrou um Contrato de Autonomia com o Ministério da Educação (em Setembro de 2007) são já percepcionadas pelos respectivos docentes ou se o Contrato de Autonomia é apenas mais um documento formal, que pouco ou nada influencia o funcionamento do Agrupamento. Nesta investigação recorreremos a uma abordagem interpretativa, baseada na análise dos documentos mais relevantes neste processo de contratualização da Autonomia, assim como nas respostas obtidas através da aplicação de um inquérito por questionário aos docentes do Agrupamento em estudo. ABSTRACT: The present dissertation is focused on the study of a subject which has systematically been discussed over the last decades, not just in Portugal, but also in a significant number of countries – the autonomy of schools. This work initiates with an historical and legislative analysis of what has been the development of the autonomy of schools within the Portuguese School System, since the 1970s to the present. Subsequently, we will center our attention on the establishment of autonomy contracts as one of the recent strategies that the Ministry of Education has implemented, as a means to empower the schools with some margins of autonomy. By means of this “instrument of school autonomy”, the Ministry of Education is trying to respond to the interests and needs of each School so as to overcome the difficulties which have always arisen from the development of School Autonomy, taking into consideration namely the implementation of legal norms, common to every school, but disregarding the differences between them. The empirical realm of this study is set within this context as an attempt to verify if the margins of autonomy conceded to one of the 22 Schools with whom the Ministry of Education celebrated Autonomy Contracts (in September 2007) are already perceived by its teachers or if the Autonomy Contract is merely another formal document which produces little or no influence over the functioning of the School. In this research we will make use of an interpretative approach based on the analysis of the most pertinent documents in this process of the establishment of autonomy contracts, as well as of the responses obtained through the application of a questionnaire to the teachers in the School under study.
