La negociación política en la gobernanza democrática local

Abstract

La gobernanza democrática como forma de gobierno propone cambios en las relaciones sociales y políticas, que implican la creación de capital social para integrar a redes de actores públicos, privados y de sociedad civil en la toma de decisiones - y en la ejecución y control de esas decisiones - para el desarrollo local. Este gobierno participativo requiere de relaciones de actores vinculados en pactos de mutua confianza y cooperación, capaces de establecer consensos por medio de negociaciones políticas. Por ello, este artículo aborda el reto de la negoción política vista como un aspecto fundamental para el ejercicio de un estilo de gobierno basado en la gobernanza democrática y aporta una guía básica para realizar la negociación política que coadyuve a los gobiernos locales a establecer consensos entre los diversos actores.

Democratic governance as a form of government, suggests changes in social and political relations, that implies the creation of social capital to integrate public, private and social civil actors in networks to make decisions, to execute and to control these decisions, for the local development. This participatory government requieres that the relation among the actors would be about confidence and cooperation, to be capable of agreements through political negotiations. Because of this, this article approaches the challenge of the political negotiation as a fundamental aspect for the exercise of a government based in democratic governance and provides a basic guide to make the political negotiation to help the local governments to establish agreements among different actors.
