Abstract

Ante la situación de despoblamiento del centro de San José, el crecimiento descontrolado de baja densidad y la débil normativa y planificación urbana existente en Costa Rica, resulta pertinente desarrollar nuevas soluciones en el ordenamiento territorial del país. El presente trabajo de investigación aplicada, es el resultado de un estudio multidisciplinario realizado durante el segundo semestre del año 2019 de la Maestría Profesional de Desarrollo Urbano y Gestión Territorial, donde se busca producir un plan estratégico integral que abarque aspectos sociales, económicos, culturales, políticos, reglamentarios y ambientales, en el sector de González Víquez, a partir de la renovación urbana y el repoblamiento inclusivo. Esta investigación busca argumentar la posibilidad de generar una respuesta óptima en la forma en que se conduce la planificación urbana, considerando su aplicación por medio de la gestión social y financiera del proyecto, a través de soluciones habitacionales inclusivas e implementación de instrumentos de gestión del suelo, recursos que en parte se encuentran vigentes en la normativa costarricense, pero que deben ser actualizadas. Así también se da énfasis en los aspectos del derecho a la ciudad, que abogan hacia mejores calidades espaciales, oportunidades y accesibilidad de habitar la ciudad de manera digna y segura.

Given the depopulation situation in downtown San José, the uncontrolled low-density growth, and the weak regulations and urban planning in Costa Rica, it is pertinent to develop new solutions in the country's territorial ordering. This applied research work is the result of a multidisciplinary study carried out during the second semester of 2019 of the Professional Master of Urban Development and Territorial Management, which seeks to produce a comprehensive strategic plan that covers social, economic, cultural, political, regulatory and environmental aspects, in the González Víquez sector, based on urban renewal and inclusive repopulation. This research seeks to argue the possibility of generating an optimal response in the way urban planning is conducted, considering its application through the social and financial management of the project, through inclusive housing solutions and implementation of land management instruments; resources that are partly in force in the Costa Rican regulations, but that must be updated. Likewise, emphasis is also placed on the aspects of the right to the city, which advocate for better spatial qualities, opportunities, and accessibility to inhabit the city in a dignified and safe manner.
