Abstract

La nueva gobernanza exige habilidades y capacidades políticas para sumar la participación ciudadana en las acciones de las municipalidades en el contexto de políticas públicas locales. El estudio de caso hace énfasis en las principales exigencias que deben cumplir las municipalidades costarricenses para potenciar en un futuro un modelo de gestión enfocado a la gobernanza democrática. Se pretende fomentar debate a partir de dos estudios realizados en las municipalidades de Moravia y La Unión, donde en ambos casos se requiere un cambio en el estilo de hacer gobierno local con énfasis en la integración de la participación ciudadana para potenciar las acciones públicas municipales.

The new governance requires political skills and capabilities to add citizen participation in the actions of municipalities in the context of local public policies. The case study emphasizes the primary requirements to be met by Costa Rican municipalities to strengthen in the future a management model focused on democratic governance. It aims to encourage discussion from two studies conducted in the municipalities of Moravia and La Union, where in both cases requires a change in the style of local government with emphasis on the integration of citizen participation to enhance municipal public actions.
