Este trabajo examina dos políticas de reforma de la salud llevadas a cabo consecutivamente en Costa Rica entre 1988 y 1998. A partir de datos de entrevistas y otros documentos, este trabajo argumenta que actores a los que tradicionalmente se adjudican el curso de las reformas, los partidos políticos y las instituciones financieras internacionales, siendo importantes, son insuficientes para explicar la emergencia, contenido y suerte de dichas reformas. Complementado el análisis de actores, este trabajo llama la atención acerca del papel de las agendas disponibles internacionalmente entre 1988 y 1998.
This paper examines two health care reforms subsequently conducted in Costa Rica between 1988 and 1998. Drawing from interviews and other documents, this paper argues that neither political parties nor international financial institutions, tipically seen as responsible for reforms, can in and of themselves explain the emergency, contents and outcomes of reforms. Instead, this paper calls attention to agendas and, more generally, the explanatory power of changes in the international menu for policy reform that took place between 1988 and 1998.
