Propuesta para costear los programas electorales del Tribunal Supremo de Elecciones

Abstract

La finalidad de la investigación es la de plantear una propuesta para el ordenamiento del registro de los costos en que incurren los programas electorales del Tribunal Supremo de Elecciones, de acuerdo a las actividades que deben desarrollar como parte del proceso electoral. El TSE es una institución pública de servicio. Por mandato constitucional le corresponde en forma exclusiva la obligación de organizar, dirigir y vigilar los actos relativos al sufragio. Durante la época electoral el tema de los costos en que incurre el TSE cobra especial relevancia y la discusión se enfoca en la determinación de los recursos –materiales y humanos– que consumen los programas electorales. Al analizar el actual sistema de clasificación, registro, control y liquidación de los gastos, se observa que éste le impide diferenciar los costos relativos a su gestión de operación de los que se producen de la organización del proceso electoral.
