Abstract

Resumen La búsqueda de respuestas a los problemas del desarrollo social del país conduce, en este artículo, a una revisión de las políticas públicas de vivienda social en los últimos 60 años y de cuáles han sido sus efectos en el crecimiento urbano. Respecto a esto, se debe subrayar que han habido muchos desaciertos en materia ambiental y espacial que ponen en evidencia, además, las limitaciones que el sistema de vivienda pública ha tenido en los últimos 30 años para resolver la erradicación de precarios y tugurios, es decir, solventar el problema de vivienda a aquellos grupos sociales más marginales. El análisis presenta dos enfoques que se exponen de forma simultánea y que al final resultan complementarios; la revisión indicada, que es textual, y una propuesta grafica de un caso integral de diseño, para Rincón Grande de Pavas, que es factible realizar y replicar en otros lugares. Lo anterior permite visualizar cómo técnicamente se puede mejorar la situación de algunas poblaciones marginales e incorporarlas dentro de la formalidad, tanto del mercado inmobiliario como de los servicios públicos e infraestructura urbana. Abstract The search for answers to the problems of social development of the country leads us, in this article, to a review of public policies of social housing in the past 60 years and their effects on urban growth. On this subject, we emphasize that there have been many deficiencies in environmental and spatial planning that highlight, in addition, the limitations that the public housing system has had in the past 30 years for addressing the eradication of squatter settlements and slums, i.e., solve the problem of housing to those most marginalized social groups. The analysis presents two approaches which are presented simultaneously and in the end are complementary; the specified revision, which is developed in the text of the article, and a design proposal, presented graphically, for Rincon Grande de Pavas, which is feasible and could be replicated in other places. This allows us to visualize how we can improve some marginal settlements and incorporate them within the formal sector, in terms of the real state market, public services and urban infrastructure.
