Abstract

Organización, gestión y formación en una universidad bimodal. Un estudio de caso de e-gobierno” explora y explicita los límites, alcances y potencialidades de la educación superior bimodal, centrando su mirada en la Universidad Nacional de Quilmes, mediante un pormenorizado retrato desde la voz de los miembros de su comunidad, y en el contexto de un marco regulatorio complejo y contradictorio. La institución del caso y desde principios del siglo XXI experimenta diferentes formas de articulación de modalidades para la inclusión social. La bimodalidad amplía las posibilidades de la educación superior, permitiendo recuperar estudiantes que abandonaron sus estudios, dando alternativas creativas para la permanencia en la institución y colaborando con el alumnado a finalizar sus estudios; ofreciendo una formación de calidad al estudiante que no siempre puede llegar a la sede de la universidad. En un sistema de educación superior bimodal, el estudiante que toma cursos de una oferta flexible podría elegir, no sólo qué curso tomar, sino también en que modalidad o combinación de modalidades de estudio hacerlo. Este modelado institucional y de e-gobierno promueve y precisa prácticas de gestión flexibles para una comunidad académica crecientemente ampliada, permitiendo igualdad de condiciones de acceso no sólo a los estudios sino también a todos los servicios asociados a estos. Estamos ante una tercera modalidad, entre las dos más extendidas, la modalidad presencial y la modalidad virtual y esta se desarrolla en el contexto de un paradigma en construcción y con diferentes interpretaciones.

Organization, management and training in a bimodal university. A case study of e-government" explores and explains the limits, scope and potential of bimodal higher education, focusing on the National University of Quilmes, Argentina, through a detailed portrait from the voice of the members of their community, in the context of a complex and contradictory regulatory framework. This university, since the beginning of the twenty-first century, experiences different forms of articulation of educational modalities in order to achieve social inclusion. The bimodality expands the possibilities of higher education, allowing students who left their studies to return, giving creative alternatives for permanence in the institution and collaborating with the students to finalize their studies; offering a quality training to the student who cannot always reach the university headquarters. In a bimodal higher education system, the student takes flexible courses choosing in what modality or combination of study modalities do it. This institutional and e-government modeling promotes and requires flexible management practices for an increasingly expanded academic community, allowing equal access conditions not only to education but also to all services associated. We are facing a third modality, between the two most widespread, face-to-face and virtual mode and this is developed in the context of a paradigm under construction and with different interpretations.
