Abstract

El espectacular incremento de la tasa de paro en España durante el periodo 2008-2012, ha tenido unos efectos desfavorables en la Seguridad Social española, disminuyendo el número de afiliados al sistema y, por tanto, de sus ingresos por cotizaciones, mientras que el gasto en prestaciones por desempleo ha aumentado de manera relevante. Resulta por tanto evidente que el empleo, o más bien la falta de él, tiene un efecto directo en los sistemas de pensiones de reparto. Valorar ese efecto desde la óptica de la solvencia financiera exige ir más allá del mero análisis de los flujos de caja. Se hace necesario profundizar en el análisis y valorar cual es la relación entre las aportaciones y las prestaciones que realizan los individuos. Esta relación se valorará, en este trabajo, a través de medidas como el Tanto Interno de Rendimiento y el Coste por Pensión Unitaria. Para llevar a cabo esta tesis doctoral, se trabajará con las reglas de funcionamiento tras la reforma del sistema de pensiones español de 2011 así como con la versión más actualizada de la Muestra Continua de Vidas Laborales sin datos fiscales, 2010.

The dramatic increase in the rate of unemployment in Spain during the 2008-2012 period, has had adverse effects on the Spanish Social Security, decreasing the number of affiliates to the system and, therefore, its revenue from contributions, while expenditure on unemployment benefits has risen in a relevant way. It is therefore evident that employment, or rather the lack of it, has a direct effect on pension distribution systems. Assess the effect from the viewpoint of financial solvency demands go beyond the mere analysis of cash flows. It is necessary to deepen the analysis and value which is the relationship between contributions and benefits that individuals perform. This relationship will be valued, in this work, through measures such as the both Internal Rate of Return and Cost Per Unitary Pension. To carry out this doctoral thesis, we will work with the rules of operation following the reform of the Spanish pension system from 2011 as well as the most up-to-date version of the Muestra Continua de Vidas Laborales without fiscal data, 2010.
