Abstract

A pesar de la implementación de políticas de transparencia y anticorrupción por parte del gobierno nacional, en Colombia aún se evidencia la debilidad de las entidades territoriales, donde se ha logrado posicionar la corrupción en los diferentes aspectos como contratación estatal, control fiscal y administración de recursos humanos. Por tal razón este fenómeno ha generado desconfianza en los ciudadanos referente al control a la gestión y el eficiente manejo de los recursos, generando así en la ciudadanía cierta apatía frente al control y seguimiento del cual deben estar atentos, exigiendo así una eficiente administración de recursos por parte de los servidores públicos, por lo que se evidencia en las elecciones de dirigentes como resultado la abstención al voto. Sin embargo el compromiso de la ciudadanía es la clave para lograr reformar y desarrollar un control que permita un cambio en la gestión y administración pública, donde se realice un control específico en el manejo eficiente y eficaz de los recursos que permita el desarrollo social, económico y ambiental de Colombia mediante la eliminación del fenómeno de la corrupción.

Despite Transparency strategies and anticorruption policies being implemented in politics by the Colombian national government; there is still evidence of weakness from local authorities where corruption is prevalent, especially in different aspects such as public procurement, tax control and human resources management. For this reason, this phenomenon has caused citizens to distrust management control and the efficient use of resources. People started to show some kind of apathy regarding control and process’ verification; which they have to be aware of in order to demand an efficient public administration. That eventually becomes evident in the election of leaders with voting abstention. However, citizens’ commitment is key to transform and develop the necessary control that enables a change in public administration; where they apply a specific mechanism that allows social, economic and environmental development in Colombia to prevent corruption.
