The present article, tries to distinguish the difference that exists between “call to qualify services and Optional Retirement” that is carried out inside the institutions dealing with the Public force, more exactly to the National police. As beginning to this writing, is precise to exalt the great work of our police ones, weather be officers or sub officials of such great institution as it is the national police. Next it will be demonstrated that in spite of know and having in clear that a class of discretional nature exists on the part of this institution to the being of military nature, in some episodes in the application of this discretional nature, there are arbitrariness’s committed which this short writing will demonstrate in order to correct bankruptcies that have been committed for several years on having passed of the time and that not only have affected those persons who are exercising the above mentioned profession but also its environment, its familiar nucleus and unconsciously to the State itself. The main object of the investigation takes as an end to make publicly known the arbitrarinesses throughout the years have been committed by the members not only of the police, but by the public force in general.

El presente artículo, pretende distinguir la diferencia que existe entre “llamamiento a calificar servicios y Retiro Discrecional” que se lleva a cabo dentro de las instituciones que comprenden a la Fuerza Pública, más exactamente a la Policía Nacional. Como inicio a éste escrito es preciso exaltar la gran labor de nuestros policiales ya sean oficiales como suboficiales de tan grandiosa institución como lo es la policía nacional. A continuación se demostrará que a pesar de saberse y tener en claro que existe una clase de discrecionalidad por parte de ésta institución al ser de naturaleza castrense, en algunos episodios en la aplicación de ésta discrecionalidad, se cometen arbitrariedades las cuales en éste corto escrito se evidenciarán para poder así subsanar falencias que se han cometido por varios años al transcurrir del tiempo y que no solo han afectado a aquellas personas que están ejerciendo dicha profesión sino también a su entorno, su núcleo familiar e inconscientemente al mismo Estado. El objeto principal de la investigación tiene como fin poner en conocimiento público las arbitrariedades.
