Abstract

El presente ensayo explica el diseño de una matriz de riesgo del proceso de contratación en la empresa de servicios públicos del municipio de Samacá y cómo está herramienta contribuye al control interno de la entidad, iniciando con la descripción del sustento normativo en Colombia y referentes internacionales en relación al control y la gestión del riesgo, partiendo de la Constitución Política de 1991 y descendiendo a normativas específica como guía para las empresas públicas. Seguido, se describe la construcción de la matriz desde el mapa de procesos de la entidad, continuando con la caracterización del proceso contractual, posteriormente la identificación, clasificación y valoración de severidad en las áreas de impacto y por último, la evaluación de los controles existentes en la entidad y su solidez en la mitigación y prevención del riesgo, utilizando herramientas graficas como mapa de calor, además, como objetivo final se evidencia la importancia y la contribución de este tipo de herramientas en el mejoramiento del sistema de control del proceso de contratación.

This essay explains the design of a risk matrix for the contracting process in the public services company of the municipality of Samacá and how this tool contributes to the internal control of the entity, beginning with a description of the regulatory framework in Colombia and international references in relation to risk control and management, starting with the Political Constitution of 1991 and moving on to specific regulations as a guide for public companies. Next, it describes the construction of the matrix based on the entity's process map, continuing with the characterization of the contractual process, followed by the identification, classification, and assessment of severity in the areas of impact, and finally, the evaluation of the entity's existing controls and their robustness in risk mitigation and prevention, using graphical tools such as heat maps. In addition, the final objective is to highlight the importance and contribution of this type of tool in improving the control system for the contracting process.
