Este estudio explora cómo el Sistema General de Participaciones (SGP) ha influido en la cobertura educativa del municipio de Riohacha, La Guajira, entre 2012 y 2024, un territorio marcado por profundas desigualdades sociales y territoriales. A través de un modelo de regresión múltiple, se analiza la relación entre los recursos asignados por el SGP y la evolución de la matrícula escolar y la cobertura neta, buscando entender si este sistema ha logrado mejorar el acceso a la educación para niños, niñas y jóvenes de la región. Los hallazgos muestran que, aunque ha habido avances importantes como la construcción de nuevas aulas, la mejora en el transporte escolar y la entrega de materiales educativos, estos esfuerzos no han sido suficientes para garantizar una educación equitativa y de calidad para todos. Las comunidades rurales e indígenas, en particular, siguen enfrentando grandes barreras para acceder a la escuela, muchas veces por la distancia, la falta de recursos básicos o la ausencia de una oferta educativa adaptada a sus contextos. Además, la mala gestión de los recursos y la limitada capacidad institucional a nivel local han obstaculizado un mayor impacto del SGP.
This study explores how the General System of Participations (SGP) has influenced educational coverage in the municipality of Riohacha, La Guajira, between 2012 and 2024 a region marked by deep social and territorial inequalities. Using a multiple regression model, the study analyzes the relationship between the resources allocated through the SGP and changes in school enrollment and net coverage, aiming to understand whether this system has effectively improved access to education for children and youth in the region. The findings show that, although there have been significant advances such as the construction of new classrooms, improvements in school transportation, and the provision of educational materials these efforts have not been sufficient to ensure equitable and quality education for all. Rural and Indigenous communities, in particular, continue to face major barriers to accessing schooling, often due to long distances, lack of basic resources, or the absence of an educational offering tailored to their specific contexts. Furthermore, poor resource management and limited institutional capacity at the local level have hindered the broader impact of the SGP.
