La descentralización fiscal en Colombia es una estrategia que busca promover el desarrollo equitativo y fortalecer la autonomía de las entidades territoriales. En este contexto, el Sistema General de Participaciones (SGP) se presenta como el principal instrumento mediante el cual la Nación transfiere recursos a departamentos, distritos y municipios, permitiéndoles atender necesidades propias de sus zonas, para así, lograr alcanzar un nivel de bienestar mediante el financiamiento para el mejoramiento u obtención de infraestructura necesarias que permitan la buena prestación de los servicios públicos esenciales como educación, salud, agua potable y saneamiento básico.
The Fiscal desentralization in Colombia is a strategy aimed at promoting equitable development and strengthening the autonomy of territorial entities. In this context, the General System of Participations (SGP) serves as the main instrument through wich the national government trasnsfers resources to departments, districts and municipalities. These transfers enable local governments to address the specific needs of their regions and achieve a higher level of well-being by financing the improvement or acquisition of infraestructure necessary for the effective provision of essential public services such as education, health, drinking water, and basic sanitation.
