Iniciando con una breve reseña histórica de la evolución de la distribución de los recursos del Sistema General de Participaciones (SGP) y la evolución del sector Agua Potable y Saneamiento Básico (APSB) en estas transferencias, este documento presenta un análisis general de la ejecución de los recursos del SGP correspondientes al sector de APSB del municipio de Medio Atrato en el departamento del Chocó. De igual forma, se analizan los informes de gestión del municipio para las vigencias 2021, 2022 y 2023 con el propósito de verificar el uso y destinación que se les ha dado a los recursos entregados por la Nación, bajo este rubro. Finalmente, se evalúan los resultados de gestión y eficiencia publicados por el Departamento Nacional de Planeación (DNP) y el Ministerio de Vivienda, Ciudad y Territorio. Como resultados obtenidos se puede inferir la falta de eficiencia y ejecución adecuada de los recursos por parte del municipio, identificando carencias en las coberturas de acueducto y alcantarillado en el municipio, así como falta de atención a la población rural del mismo, adicional, denotan algunas incongruencias en la ejecución de los recursos, sobre todo para la vigencia de 2023, lo que implica un seguimiento por parte de la Nación y una clasificación con riesgo alto.

Beginning with a brief historical review of the evolution of the distribution of General System of Participation (SGP) resources and the evolution of the Potable Water and Basic Sanitation (APSB) sector in these transfers, this document presents a general analysis of the execution of SGP resources corresponding to the APSB sector of the municipality of Medio Atrato in the department of Chocó. Likewise, the management reports of the municipality for 2021, 2022 and 2023 are analyzed in order to verify the use and destination given to the resources delivered by the Nation under this item. Finally, the management and efficiency results published by the National Planning Department (DNP) and the Ministry of Housing, City and Territory are evaluated. As results obtained, it can be inferred the lack of efficiency and adequate execution of resources by the municipality, identifying deficiencies in the coverage of water supply and sewerage in the municipality, as well as lack of attention to the rural population of the municipality, in addition, they denote some inconsistencies in the execution of resources, especially for the 2023 period, which implies a follow-up by the Nation and a high risk classification.
