El presente ensayo analiza algunos factores que inciden de manera negativa en la seguridad ciudadana en la ciudad de Cartagena, Colombia, abarcando una perspectiva integral como los factores socioeconómicos, culturales y urbanos. Se parte del concepto de seguridad ciudadana y el enfoque de cómo el estado debe garantizar el libre ejercicio de los derechos individuales y colectivos dependiendo de las condiciones sociales, económicas, culturales y políticas de la sociedad. Se resaltan los aspectos más significativos que atentan contra la seguridad ciudadana como la violencia, pobreza, desigualdad social, inseguridad y se analizan datos estadísticos que son el reflejo de la percepción de los ciudadanos debido a las situaciones que están expuestos tales como: atracos, homicidios, drogadicción, guerra entre pandillas, microtráfico y muertes violentas, fenómenos que han aumentado a lo largo de los últimos años.
This essay analyzes some factors that negatively affect citizen security in the city of Cartagena, Colombia, covering a comprehensive perspective such as socioeconomic, cultural and urban factors. It is based on the concept of citizen security and the approach of how the state must guarantee the free exercise of individual and collective rights depending on the social, economic, cultural and political conditions of society. The most significant aspects that threaten citizen security are highlighted, such as violence, poverty, social inequality, insecurity, and statistical data are analyzed that reflect the perception of citizens due to the situations they are exposed to, such as: robberies, homicides, drug addiction, war between gangs, micro-trafficking and violent deaths, phenomena that have increased over recent years.
