La instrumentalización de la paz negativa desde el cese al fuego en los diálogos de paz entre el Gobierno Nacional y el ELN. Del 03-AGO-2023 al 03-AGO-2024

Abstract

Colombia ha buscado la paz con el ELN desde hace décadas, por ende, este estudio se centra en analizar críticamente la implementación del cese al fuego bilateral entre el Gobierno colombiano y el ELN, con un enfoque especial en la instrumentalización del concepto de "paz negativa" por parte del ELN. A través de un análisis detallado de las dinámicas de violencia en el departamento del Chocó, se buscará identificar las acciones específicas emprendidas por el ELN para aprovechar el cese al fuego y consolidar su control territorial. Además, se evaluará la capacidad del Estado colombiano para prevenir y responder a las violaciones del cese al fuego. Al comparar las experiencias del Chocó con otros territorios afectados por el conflicto, se espera contribuir a una mejor comprensión de los desafíos y las oportunidades que presenta el proceso de paz con el ELN, y a la formulación de políticas públicas más efectivas para la construcción de una paz sostenible en Colombia.

Colombia has been seeking peace with the ELN for decades. Therefore, this study focuses on critically analyzing the implementation of the bilateral ceasefire between the Colombian government and the ELN, with a special emphasis on the instrumentalization of the concept of "negative peace" by the ELN. Through a detailed analysis of the dynamics of violence in the Chocó department, the study aims to identify the specific actions undertaken by the ELN to take advantage of the ceasefire and consolidate its territorial control. Additionally, it will assess the Colombian state's capacity to prevent and respond to ceasefire violations. By comparing the experiences of Chocó with other conflict-affected territories, this research seeks to contribute to a better understanding of the challenges and opportunities presented by the peace process with the ELN and to the formulation of more effective public policies for building sustainable peace in Colombia.
