Desde el año 2010 el sistema carcelario colombiano ha venido experimentando una crisis con diversos factores (hacinamiento, problemas con prestadores de servicios de salud, pandemia COVID19, entre otros), situaciones que llevaron al Instituto Nacional Penitenciario y Carcelario INPEC a declarar un estado de emergencia carcelaria permanente que ha restringido el acceso de las personas privadas de la libertad a los establecimientos penitenciarios y carcelarios del país. En medio de esta crisis la Policía Nacional ha tenido que asumir funciones que no corresponden con su misión constitucional como la custodia de estas personas privadas de la libertad; situación que impacta de forma sensible el desempeño de las unidades de policía reduciendo la capacidad institucional para la ejecución de actividades propias del servicio que buscan minimizar las estadísticas delictivas mediante la prevención y en control policial en las calles y los territorios.

Since 2010 the Colombian prison system has been experiencing a crisis with various factors (overcrowding, problems with health service providers, COVID19 pandemic, among others), situations that led the National Penitentiary and Prison Institute INPEC to declare a permanent state of prison emergency that has restricted the access of persons deprived of liberty to the penitentiary establishments in the country. In the midst of this crisis, the National Police has had to assume functions that do not correspond to its constitutional mission, such as the custody of persons deprived of liberty; a situation that significantly impacts the performance of police units, reducing institutional capacity for the execution of service activities that seek to minimize crime statistics through prevention and police control in the streets and territories.
