Abstract

El presente trabajo tiene como objetivo demostrar la presencia neocolonial por parte de China a partir del análisis de los casos de la República Democrática del Congo y Zambia, al ser países con alta inversión por parte de China, pero que se ven vulnerables al tener situaciones políticas, sociales y económicas difíciles. Esto basado en el análisis de los países en el sector económico, social, político y la cohesión social con respecto a la presencia de la potencia asiática. La situación vulnerable de estos países ha permitido que China tenga una posición intervencionista en varios aspectos, pero con el doble propósito sacar provecho poniendo en entredicho principios de soberanía y libre determinación de los pueblos sin repercusiones legales provistas por la comunidad internacional. Si bien la intervención de China en estos países ha derivado en cierto grado de progreso y mejora en algunas áreas, cabe resaltar que ha predominado la sumisión de la población civil de estos países a condiciones de desigualdad económica, falta de acceso a la política, incumplimiento de derechos, dependencia y pobreza, con fuertes tintes neocoloniales. A pesar de que en la actualidad se considera que no hay espacio para la existencia del Colonialismo dadas las múltiples garantías de autogobierno, independencia y soberanía, es claro que en dichos casos hay características Neocoloniales que, si bien se diferencian del Colonialismo, tienen aspectos subyacentes, lo que desencadena una intervención mucho más peligrosa teniendo en cuenta que no hay una presencia física clásica de los “colonizadores” en el país, por ende no hay una responsabilidad directa de su parte, pero si hay una dominación que resulta benéfica para el país que ejerce su poder sobre el otro. Esto genera que, desde la perspectiva pública, la dinámica internacional se mantenga y no haya mayores complicaciones pues se oculta el interés colonial tras supuestos modelos de apoyo basados en una idea de globalización que le permite a potencias como China acceder más fácilmente a estos países y a sus recursos, pero no con las condiciones ni garantías adecuadas. Es por esto, que a partir del análisis de los dos casos mencionados con respecto a la intervención China resulta importante destacar los momentos en los cuales han ocurrido situaciones que tienden al Neocolonialismo. The objective of this paper is to demonstrate the neocolonial presence of China based on the analysis of the cases of the Democratic Republic of Congo and Zambia, as they are countries with high investment provided by China, but are vulnerable due to having political, social and economic difficulties. This is based on the analysis of the countries in the economic, social, political sector and social cohesion caused by the presence of the Asian power. The vulnerable situation of these countries has allowed China to have an interventionist position in various aspects, but with the dual purpose of taking advantage by questioning the principles of sovereignty and self-determination without legal repercussions provided by the international community. Although China's intervention in these countries has led to a certain degree of progress and improvement in some areas, it should be noted that the submission of the civilian population of these countries to conditions of economic inequality, lack of access to politics, non-compliance with of rights, dependency and poverty, with strong neocolonial overtones. Despite the fact that it is currently considered that there is no room for the existence of Colonialism given the multiple guarantees of self-government, independence and sovereignty, it is clear that in the cases mentioned above there are Neocolonial characteristics that, although they differ from Colonialism, have underlying aspects, which trigger a much more dangerous intervention taking into account that there is no classic physical presence of the "settlers" in the country, therefore there is no direct responsibility on their part, but there is a domination that is beneficial for the country who exerts his power over the other. This generates that, from the public perspective, the international dynamic is maintained and there are no major complications since the colonial interest is hidden behind supposed models of support based on an idea of ​​globalization that allows powers like China to have easier access to these countries and to their resources, but without adequate conditions or guarantees.
