After the catastrophe of the earthquake of Armenia the National Government developed an intervention system for the administration of the resources guided to the reconstruction of the coffee axis. The present work, questions the existence of a "model of administration" starting from the stare intervention after the mentioned event; additionally it measures the grade of success of the "model" from an alternating point of view to thar of the acting indicators, approaching the topic and approaching from the administration of a project of such a magnitude, in consequence one kept in mind the form like it was conceived and at the end of the study the necessary arguments were presented to break up with the paradigm that the actions of the Stare cannot generate good results regarding to the social aspect and to the efficient handling of resources.
Tras la catástrofe del terremoto de Armenia, el Gobierno nacional desar rolló un sistema de intervención para la gestión de los recursos orientados a la reconstrucción del eje cafetero. El presente trabajo cuestiona la existencia de un "modelo de gestión" a partir de la intervención estatal tras el evento mencionado. Adicionalmente, mide el grado de éxito del "modelo" desde un punto de vista alterno al de los indicadores de desempeño, abordando el tema y aproximándonos desde la gestión de un proyecto de tal magnitud; en consecuencia se tuvo en cuenta la forma como fue concebido el modelo y al final del estudio se presentaron los argumentos necesarios para romper con el paradigma de que las acciones del Estado no pueden generar buenos resultados en lo referente al aspecto social y al manejo eficiente de recursos.
