El servicio de alcantarillado de Cajicá no responde a un proyecto de ingeniería pensado hacía el futuro, sino, más bien, a soluciones coyunturales de las comunidades urbana y rurales, y, por tanto, pensado para beneficiar una población relativamente pequeña (menos de 10.000 habitantes), sin tener en cuenta que, su cercanía a la ciudad de Bogotá, su paisaje y territorio, lo convertirían muy pronto en un municipio dormitorio de la población estudiantil y laboral que estudia y trabaja en Bogotá; es decir, sin tener en cuenta el futuro crecimiento de su población, que, en muy pocos años, pasó de menos de 10.000 a más de 70.000 habitantes, lo cual, correlativamente, ha traído serios e innumerables problemas a la ciudadanía cajiqueña, uno de ellos, las inundaciones, las cuales están asociadas a la colmatación de las redes por exceso en los niveles de precipitación, la presencia de residuos, además de la naturaleza mixta de las redes, es decir que transportan el agua proveniente de las descargas domésticas e industriales, así como la escorrentía de aguas lluvias. Este fenómeno se ha venido incrementando gradualmente a medida que avanza la llegada de habitantes al municipio, dado el desarrollo urbanístico masivo e incontrolado, aligerado con fenómenos de corrupción tales como el “volteo de tierras”, propio de los municipios aledaños a la ciudad capital, fenómeno por el cual la Procuraduría ha abierto varias investigaciones a exalcaldes del municipio.
