El rol del ejército colombiano en la protesta social bajo la figura de la asistencia militar (2014 - 2019)

Abstract

El presente trabajo de investigación corresponde al análisis de las capacidades del Ejército Nacional frente a un fenómeno que viene en aumento: la protesta social, donde éste asume unas funciones que principalmente corresponden a las tareas que por la Constitución Política fueron designadas para la Policía Nacional, pero que de manera excepcional permite la actuación del Ejército Nacional bajo los parámetros de la figura de la asistencia militar. Se estudiará el lapso comprendido entre 2014 a 2019; no se incluye el año 2020, momento crucial para el país y el mundo determinado por la pandemia por COVID-19, ni el 2021 cuando en el momento de la presentación de este trabajo ha trascurrido un mes de protestas, marco en el que el Presidente de la República a través del Decreto 575 del 28 de mayo de 2021 impartió instrucciones para la conservación y el restablecimiento del orden público, entre estas ordena la asistencia militar en algunos departamentos colombianos.

This research work corresponds to the analysis of the capabilities of the National Army in the face of a phenomenon that is increasing: social protest, where it assumes functions that mainly correspond to the tasks that were designated by the Political Constitution for the National Police. but that in an exceptional way allows the National Army to act under the parameters of the figure of military assistance. The period from 2014 to 2019 will be studied; The year 2020 is not included, a crucial moment for the country and the world determined by the COVID-19 pandemic, nor 2021 when at the time of the presentation of this work a month of protests has elapsed, a framework in which the President of the Republic through Decree 575 of May 28, 2021 issued instructions for the preservation and restoration of public order, among these orders military assistance in some Colombian departments.
