El conflicto en Colombia a la luz de la teoría del postdesarrollo: estudio de caso – El Catatumbo

Abstract

La firma del Acuerdo de Paz con las FARC-EP (2016) parecía la oportunidad para conseguir la armonía en Colombia. Sin embargo, tras cuatro años, aunque los índices de violencia han disminuido, el conflicto persiste. En este trabajo, desde el enfoque postdesarrollista, se expone que la causa del conflicto y la persistencia del mismo en el Catatumbo se encuentran en el modelo de país que se ha perseguido y las fórmulas que históricamente se han aplicado para conseguir el bienestar para los habitantes del territorio. Pasando por una revisión del conflicto en el Catatumbo y de los planes a través de los cuales el Acuerdo de Paz y el gobierno nacional buscan la transformación de la región de estudio, se establece que el discurso y el modelo del desarrollo no responden a la realidad, las necesidades y las aspiraciones de las comunidades del Catatumbo.

The signing of the Peace Agreement with the FARC-EP (2016) seemed like the opportunity to achieve harmony in Colombia. However, after four years, although rates of violence have decreased, the conflict persists. In this work, from the post-developmentist approach, it is exposed that the causes of the conflict and the persistence of it in the Catatumbo are in the model of country that has been persued and the formulas that historically have been applied to achieve well-being for the inhabitants of the territory. Going through a review of the conflict in the Catatumbo and the plans through which the Peace Agreement and the national government seek the transformation of the study region, it is established that the discourse and model of development do not respond to the reality, the needs and the aspirations of the Catatumbo communities.
